Only show Toggle when Token is Inactive or at 0

Remove the lock icon from the token HUD except when the token is dead and inactive. That way it's taking up 1 less space on the HUD.

Or an option to remove the lock. The removal of additional icons for the very rare time I might want to set inactive when not dead would be helpful.
